Meet our Board of Management

John Chown joined the Cynon Taf Community Housing Group Board in September 2018. John is a qualified chartered accountant and has been a director of Williams Ross Limited in Cardiff for 15 years. He has been professionally involved in providing assurance services, advice, support and training in the not-for-profit sector, covering charities, credit unions and other voluntary organisations for several years. John's volunteer activities include being a board member of the Wales Co-operative Centre for the past 14 years, and being a board member of Cartrefi Cymoedd Merthyr from January 2012 to September 2018, where he was vice-chair from 2016 to 2018.

Lindsay Murphy joined the Board of the Cynon Taf Community Housing Group in 2022. She has held a variety of senior management and strategic leadership positions in the housing sector over the past 20 years and is currently the Head of Income for Newport City Homes. Shortly after completing her law degree, Lindsay won sponsorship to study for her Master's degree in Housing. Lindsay believes good housing is intrinsically linked to good health and good life chances. She is passionate about creating strong partnerships to help deliver quality housing in communities where people want to live.

Huw Davies joined the Cynon Taf Community Housing Group Board in 2022. Huw's background is in IT and has provided innovative technology solutions to the manufacturing, logistics and social housing sectors. His focus is primarily on the intersection between people and IT, and how having a great faith-based culture and adult conversations can transform organisations and busy them along their transformation journeys. He currently leads an IT team of 45 people in England's housing sector.

John Evans John joined the Cynon Taf Community Housing Group Board in September 2022. John has worked in the steel industry in Wales for 30 years in Port Talbot, and Newport, he worked for a service department provider for the duration of his employment, covering many and varied roles. His final role being involved in H&S for the department. John has H&S qualifications (NEBOSH) and also has a level 3 education qualification. John has joined the Board as a tenant member. His previous employment has allowed him to train adults, help to keep long term unemployed adults in work, whilst his current roles have let John revert to his H&S background, firstly in a construction, and then a manufacturing environment.

Dr Jenifer Baxter became a Co-opted Board member of Cynon-Taf Community Housing in December 2024. Jen is the Chief Executive Officer at Industry Wales, Deputy Chair of the National Infrastructure Commission Wales, and Independent Member of the Brecon Beacons National Park Standards Committee. Jen was previously the Engineering Director for Protium Green Solutions and Chief Engineer at the Institution of Mechanical Engineers. Jen is an internationally recognised expert engineer, advising businesses, the Government and media on all mechanical and manufacturing engineering subjects and specialises in energy, transport and the environment. Jenifer has a PhD from Cardiff University investigating hydrogen from waste technologies, an MSc in Sustainability, Planning and Environmental Policy and a BEng in Environmental Engineering also from Cardiff University. Jenifer is a Fellow of the Institution of Mechanical Engineers, a Member of IOM3 and is a Chartered Engineer and Scientist.

Emma has worked in Human Resources for over 20 years across a variety of public sector organisations, where she currently works as a HR Business Partner. Emma is experienced in a wide variety of HR subjects, more specifically focussed on management of employee relations issues, organisational change and creating cultures of engagement. Emma is also a trained mediator, accredited assessor of Psychological Safety and holds a Masters degree in HR Management. Emma is passionate about supporting employee voice and creating environments where people can thrive within the workplace.

Tony Clarke joined the Group Board in September 2025. In his early life, Tony was an aerospace engineer in Plymouth, Devon where he completed an Apprenticeship in Mechanical Engineering and focused on guidance systems for the US and UK military. Following completing an Economics degree, Tony completely changed career to work in finance. Tony first came to Wales in 1996 as part of the NHS Wales Finance Graduate Scheme where he became a fully qualified accountant (CPFA) and worked across many hospital finance departments across South Wales. Over the years Tony moved sectors to Social Housing and gained a number of senior finance roles in Housing Associations in Cornwall and Wales. Tony also spent ten years in the Welsh Government in Cardiff in several senior finance roles covering portfolios such as housing, environment and rural affairs working closely with Ministers and policy delivery organisations. Tony is currently a Head of Finance at Swansea Bay University Health Board focusing on efficiency, value and improving governance in the Finance Programme Management Office (PMO) where he also gained a PRINCE 2 qualification. Given his range of experiences, Tony is passionate about the Foundational Economy where he believes access to good housing and education improves health outcomes and is keen to help in any way he can to help connect these to ensure we keep improving our communities. In his free time Tony rides motorcycles in Plymouth, mountain bikes in Wales and supports both Plymouth Argyle and Swansea City football teams.

Ena Lloyd joined the Group Board in September 2025. Ena has spent most of her working career in the Welsh public sector. Starting off in the Environment Agency Wales and its predecessors, she was instrumental in setting up the corporate review processes. Following that, Ena moved to what is now known as Audit Wales, where, with a colleague, she set up the Good Practice Exchange team, which has developed an approach to sharing good practice across public services in Wales. This led to a significant shift in the role of Audit Wales (and its predecessors) and has been recognised as effective and innovative by stakeholders across the UK, Europe, Australia and New Zealand. Ena has now set up her own bilingual coaching and consultancy, working with organisations that want to engage with different communities. Ena feels housing associations are instrumental in enabling better partnership working across public services by ensuring people are at the centre of all they do. Ena is extremely excited to be part of Cynon Taf's Board Ena lives in North Cardiff and enjoys travelling worldwide, studying, volunteering, walking and yoga.
